Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are waged: optimistic declarations are delivered from multiple capitals. Significant resources is devoted on managing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a capacity afforded by up-to-date information. From witness perspectives, defense planes that had been dispatched to engage hostile cruise missiles flew past – sophisticated military planes provided to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems thundered: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, presumably supplied through Western nations. Every firing shakes the surroundings, rattling buildings. The brief panic quickly gives way to grim resignation: perhaps the incoming missile won't strike its target this time, preventing destruction from ruin and another blackout.
Ongoing Risks
Not long after, a automatic firearm opened up on a unmanned aircraft in the vicinity, part of a defensive team – almost certainly imported technology. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its destination.
Intermittently, this persisted until dawn. Kyiv greeted the early updates: seven people killed, devastation and heating outages in numerous residences as a result of the evening attack. As always, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on external assistance – a reliance that European nations are evidently unprepared to substitute in the near term.
Ineffective Peace Efforts
The detailed framework from US administration sparked intense emotion, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new approach from Washington adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually win the battle. This trend will, no doubt, continue.
Tactical Assessments
It is convenient to criticize specific actors of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. American leadership works based on a premise well known to experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unfeasible to pressure the Kremlin to relinquish the land that it already controls in Ukraine's south or east.
The problem is that while recognising this factual reality, American administration does little to deter Moscow, through statements or actions, from believing that the situation will not evolve additionally in its benefit in the near future.
Divergent Views
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing civilians and areas but averting a entire defensive failure until conditions improve in its favour.
Current Realities
Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not shift toward homefront challenges. And although their task will now be significantly challenging after latest incidents, it remains quite doubtful that this will change their overall approach.
These two forces are influencing discussions.
Summary and Prospects
It took a mere seven days to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all did their job.
While new proposals based on old ideas are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect certain reluctance to alter the situation, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, primarily depend on ongoing international assistance.
